江西省耕地集中连片规模经营难题破解的对策思考

摘　　要：耕地规模化经营既是当前生产力发展必然要求,也是农业现代化现实选择。耕地碎片化、集中连片规模经营难成为制约江西省耕地适度规模经营和农业现代化发展障碍。鉴于此,系统研究江西省耕地集中连片规模经营的有利条件和现实困难,通过借鉴江西省绿能农业发展有限公司"土地托管"模式、蒙城县"一块田"模式与修水县"确权确股不确地"模式经验,提出破解耕地集中连片规模经营难对策:一是深化确权工作,科学有序推进土地流转;二是多部门协同推进,调动农民参与积极性;三是因地制宜采用不同集中连片经营模式,发展农业生产性服务业;四是深化"现代农业示范园区"工程建设,强化引领示范作用;五是基于农地流转市场特征,重点培育当地新型农业经营主体。At present, scale management of land is both the inevitable requirement of the development of productive forces and the realistic choice of realizing agricultural modernization. But it was difficult to promote the moderate scale management of arable land in Jiangxi Province and the development of agricultural modemization. This paper summarizes the arable land in Jiangxi Province on favorable conditions and practical difficulties of contiguous scale management and learns from the experience of Jiangxi LVNENG agricultural development company ＂land trust model,＂ Mengcheng County ＂a field＂ mode, Xiushui County ＂do the right to correct inaccuracies share mode＂, put forward some suggestions： one was to deepening the right to do the work, scientific and orderly transfer of land;the second was strengthening the role of rural grassroots organizations, autonomous innovation to stimulate farmers wisdom; the third was adopting different centralized management mode, vigorously develop agricultural production services; the fourth was deepening the modem agricultural demonstration park construction, highlighting the leading role of farmland; the fifth was focusing on the cultivation of local new business entities based on the obviously characteristics of emotion.
