市县“多规合一”之“一张蓝图”探析——以山东省桓台县“多规合一”试点为例

摘　　要：针对"多规合一"和空间规划改革,按照"一个市县、一本规划、一张蓝图"的思路,对"一张蓝图"的功能定位、基本特征和主要内容进行分析,并结合全国28个试点县市之一的山东省桓台县"多规合一"试点,尝试提出通过构建"双层次"规划体系来落实"一张蓝图",即在县域层面构建"三线划定"为核心的空间管控体系,在县域之下设立城镇单元、农业单元、生态单元实施分单元"图则式"引导管控,从而实现有效的国土空间用途管制,提升政府的空间治理能力。According to the idea of ＂ one city, one plan, one blueprint＂ of the ＂ multiple plans integration＂ and spatial planning reform, this paper analyzes the function, basic characteristics and main contents of ＂ one blueprint＂ , and combined with one of the 28 pilot cities in Shandong Province, Huantai County, try to build a ＂ double-level＂ planning system to implement ＂one blueprint＂, that is, to build ＂ three lines delineated＂ as the core of the space management system at the county level, and set up urban units, agricultural units, ecological units to implement sub-unit ＂ plans＂ to guide the control under the county, in order to achieve the management of land space effectively, and to enhance the government＇s spatial management capacity.
