城市形态与城市环境支出绩效的关联机理

摘　　要：以中国30个省会城市(台北和拉萨除外)、直辖市为研究对象,设计了定量评价城市形态和城市环境支出绩效的指标。城市形态的定量指标设计为"紧凑率"和"伸延率",统计结果表明:城市紧凑率的均值呈现出明显的下降趋势,城市伸延率呈现出较大波动。城市环境支出绩效从投入和产出两方面设定评价指标,采用考虑非期望产出的评价模型,对各城市的环境支出绩效进行评价,结果表明绩效较好的城市不足40%,且大部分城市的环境支出绩效值都在0.8以下。为了进一步研究城市形态与城市环境支出绩效的关联机理,采用面板分析模型的个体固定效应模型进行分析,结果表明:城市的紧凑率与城市环境支出绩效显著正相关,而城市伸延率与城市环境支出绩效未通过显著性检验。最后,提出了合理控制城市规模,推行紧凑型城市发展模式,优化城市结构和功能等方面的政策建议,旨在提高城市的环境支出绩效。The present research employed 30 cities data. The indexes of measuring urban form and urban environmental expenditure performance were developed. The quantitative evaluation index of urban form was designed as ＂ Compact Ratio＂ and ＂ Elongation Ratio＂. Based on the remote sensing data of each city, the results indicated that the average urban compactness ratio decreased clearly and the urban elongation ratio fluctuated greatly. The evaluation index system of urban environmental performance was set up from input and output. The urban environmental expenditure performance was calculated by using the DEA-SBM model which considered the non expected output. The results indicated that the number of DEA effective cities for urban environmental expenditure performance was less than 40% , and most of the city＇s environmental expenditure performance values were below .0 8. The individual fixed effect model of panel analysis model was used for quantitative analysis. The results indieated that urban eompaetness was positively correlated with urban environmental expenditure performance, while there was not significant correlation between urban elongation ratio and urban environmental expenditure performance. Finally, suggestions on improving the urban environmental performance and promoting the sustainable development of cities were put forward, for example, reasonable control the scale of city, strengthen the implementation of compact urban development pattern, optimize urban structure and function.
