摘　　要：通过介绍新疆水权改革的主要做法和成效,总结了新疆吐鲁番、昌吉等地区因地制宜探索改革路径、将水权确权与其他改革相结合、推进水资源管理精细化等改革经验。梳理了现阶段水权改革面临的各地进展不均衡、水市场总体不发育、改革投入成本较高、现有法律政策难以满足水权制度建设需求等困难和问题,提出了加快法律政策制定修订工作、加大水权水市场建设支持力度、注重水利改革措施的联动与配套等建议。Experiences of reform of water right system in Xinjiang are introduced that mainly concentrate on adjusting measures to local conditions to find suitable solution, combing water entitlement with other reforms and adoption of precise management of water resources. The obstacles encountered by current water right system reform are summarized, such as differentiation in progress of reform and immaturity of water market, high cost and needs of modification of current policies and laws. It is recommended to accelerate legislation and law amendment, provide strong support to the establishment of water right and market, and take coordinated actions and complete counterpart system for water development and reform.
