对《关于深化石油天然气体制改革的若干意见》的几点认识

摘　　要：从市场、政府和企业三个层面对最新出台的《关于深化石油天然气体制改革的若干意见》的重点内容进行解读,认为《意见》有亮点也有遗憾,是各方妥协的产物,也是最有可能在实践中得以切实推进行业改革、促进油气行业持续健康发展的方案。《意见》的实施将利好新进入油气行业的地方国企、民营企业、外资企业,以及技术服务、工程服务企业,短期看国有石油公司将面临现实的冲击,长期看机遇与挑战并存,同时中央与地方政府层面改革面临的挑战巨大。《意见》实施过程中需要有效防范油气勘查开采的乱采滥挖风险、避免行业受到重大冲击、防范政府监管不到位的风险、防止历史遗留问题社会化的风险。从政府和企业两个方面提出相关建议,确保发挥市场在资源配置中的决定性作用和更好地发挥政府作用。The latest ＂Several Opinions of Deepening the Reform of Oil and Natural Gas Industry System＂ was elaboratedfrom the three aspects of market, government and enterprises. The ＂Opinions＂ with some good points and some pities was regardedas the product of compromise, which may be the most possible plan to promote the reform in practice, and to boost the sustained andhealthy development of the oil and gas industry. The implementation of the ＂opinions＂ will benefit the new players including localstate-owned enterprises, private enterprises, foreign-funded enterprises and technical service, engineering service enterprises. Thestate-owned oil companies may be adversely affected in the short term, while face both opportunities and challenges in the long term.At the same time, the challenge from the reform of the central and local governments is enormous. It needs to effectively preventthe risk of unrestrained exploitation of oil and gas, the risk of possible huge volatility of the industry, the risk of weak govemmentregulation and the risk of socialization of problems left over by history. The paper puts suggestion forward from both aspects ofgovernment and enterprises, which aims to let the market play the decisive role in the allocation of resources and better play the roleof the government.
