摘　　要：伴随着经济转型升级,天然气作为低碳、高效的清洁能源,将在相当长时期内是中国推进能源转型发展的战略选择。在世界能源格局多极化、供应多元化、国际油价低位运行的新背景下,在国内经济新常态和供给侧结构性改革的新形势下,中国天然气经历十余年的快速发展后进入新阶段,面临新机遇和严峻挑战。根据国家能源生产和消费战略、规划的要求,基于供需预测和综合分析,探讨了三大时间节点(两个百年、碳排放达峰)中国天然气发展战略目标、战略重点及保障措施,即2020年、2030年、2050年天然气在一次能源结构中占比分别约为10%、15%、18%,需要实施"资源保障、市场发展、基础设施建设、技术创新"四大发展战略,应实行持续深化油气体制机制改革、加大支持力度、加强国际合作等保障措施。With economic transformation and upgrading, natural gas, as a low carbon, high efficient and clean energy, willbe the strategical choice in China to facilitate energy transformation and development for the long period. After decades＇ high-speeddevelopment, in the background of global energy multi-polarization, supply diversification, low international oil price, and the newnormal economy and structural reform of the supply side in China, natural gas development in China has come into a new stage andfaced the new opportunities and severe challenges. According to the demand of national energy production ＆ consumption strategyand related planning, the paper, based on the prediction of supply ＆ demand and the comprehensive analysis, explores strategicalgoals, strategic emphasis and safeguards measurements for China＇s development of natural gas, namely natural gas will account foraround 10%, 15%, and 18% respectively in primary energy mix of China by the year of 2020, 2030 and 2050. To achieve these goals,it suggests implementing four development strategies such as ＂ensuring gas supplies, expanding markets, constructing infrastructuresand innovating technologies＂; carrying out the reform of oil and gas system continuously, enhancing the supporting work, andstrengthening the intemational cooperation.
