对推进我国农村气化工程的思考——以气化任丘项目为例

摘　　要：农村气化对提升我国农村居民生活质量、治理大气污染起到重要作用。以气化任丘项目为例,大规模推进气化农村工程可以助推天然气消费、改善京津冀地区能源结构,但因当地冬夏季用气峰谷差高达30比1,这将加剧天然气供应企业的调峰压力,气化项目本身的经济性将面临较大考验,同时民用和非民用天然气价格"双轨制"下会加剧供气企业的亏损。建议国家和省市地方政府多方筹措,加大气化农村财税支持力度;尽快出台政策,明确农村居民用气定价办法,建立长效定价机制和燃料费补贴机制,让各方有章可循;同时,理清调峰责任,多方共担加快调峰储备设施建设,多措并举保障农村居民安全平稳用气。还应因地制宜制定小型LNG气化站设计规范,简化优化项目审批流程,确保气化农村项目快速高效推进。Gasification of rural areas plays an important role in improving the life quality of villagers and controlling airpollution. Taking the gasification project in Renqiu as an example, it can boost natural gas consumption and improve energy structurein Beijing-Tianjin-Hebei region, but it will bring huge peak pressure on gas supply due to the high peak-valley ratio up to 30：1, andthe economy of its own will face a greater test, moreover, the double-track price system of natural gas will also exacerbate the lossesof the gas supply companies. The paper recommends that the state and local governments should increase the financial support forrural gasification; the relative policy should be introduced as soon as possible to confirm the pricing methods for rural residents, andshould establish the long-term pricing mechanism and fuel subsidies mechanism for all parties; the responsibility of peak shavingshould be clarified so that the construction of peak shaving facilities can be accelerated by multi-parties to guarantee the safety andstability of rural residents; the suitable gas supply criteria and the simplification of the project approval process are also suggested toensure the efficient and rapid promotion of rural gasification process.
