习近平党内法规制度建设思想论析

摘　　要：习近平关于党内法规制度的系列重要讲话蕴含着丰富而深刻的思想内涵。主要内容包括:党内法规制度建设的目标是构建系统完备的党内法规制度体系;应当加强总体规划、增强党内法规整体功能;杜绝牛栏关猫,确保党内法规务实有效;总结提升管党治党实践经验,实现党内法规制度与时俱进。加强党内法规制度建设是全面从严治党的治本之策,应当坚持思想建党与制度治党相结合,将党的政治纪律和政治规矩放在党内法规制度建设首位,完善党的监督保障法规制度。党内法规制度是社会主义法治体系的有机组成部分,应当统筹推进依法治国与依规治党一体建设,通过党内法规制度建设增强党领导国家法治建设的能力,完善党内法规和国家法律的协调衔接机制。同时,加强党内法规制度建设、实现党的治理法治化还是国家治理体系和治理能力现代化的重要内容,并为其提供改革动力和根本保证。Xi Jinping＇s speeches on the construction of the intra-Party rules and regulations have rich and profound implications, which include building a complete system of rules and regulations as its goal, strengthening the overall planning and the whole function, ensuring the effectiveness of the rules and regulations, and advancing with the times. It is the fundamental strategy of comprehensively strengthening Party discipline to enforce the construction of the intra-Party rules and regulations. We should adhere to building the party both on the thought and system basis. The intra-Party rules and regulations is an integral part of the socialist system of rule of law. We should promote the construction of the rule of law and the rule of the intra-Party rules and regulations as a whole, enhance the party＇s ability to lead the construction of the rule of law through perfecting the inner-party legal system, and improve the coordination mechanism between the intra-Party rules and regulations and national law. At the same time, the construction of the intra-Party rules and regulations and the ruling party＇s own governance on the rules based are also important part of the modernization of the national governance system and governance capability and the first two can provide the impetus to reform and fundamental guarantee for the latter.
