摘　　要：近年来,为了提高重大事项社会稳定风险评估的科学性、专业性,避免政府部门"自己评自己"的问题,部分省市开始尝试第三方评估模式并取得了一定进展。然而,在当前的政府购买第三方稳评公共服务过程中仍存在诸如治理主体边界模糊,第三方评估制度化、规范化欠缺,评估主体的合法性不足以及评估专家的专业构成较为单一等问题。因此,应从厘清第三方评估的主体权责关系、推进第三方评估的法治化建设、健全第三方评估机构资质的认证机制等几个方面,综合提高重大事项社会稳定风险第三方评估的可靠性和公信力,从而为完善社会稳定风险评估机制提供参考。In recent years, in order to improve the scientific nature and specialization of social stability risk assessment for major policy decisions, and to avoid self-imposed assessment by governments, some provinces and municipalities in Chi- na have started to outsource assessment services from third parties. However, the current purchase of public service by gov- ernment from third parties to assess social stability risks still has such problems as fuzzy boundary of governance subjects, lack of institutionalization and normalization of third party assessment, insufficient legalization of assessment subject, and limitations in professional composition of assessment experts. From the perspective of cooperative governance, this paper aims at clearing up practice problems, and tries to propose measures in several aspects, such as clarifying the relation of re- sponsibilities and fights of third party assessment subjects, promoting legalization construction of third party assessment, and improving certification mechanism of third party assessment undertakers, so as to comprehensively improve the reliabili- ty and public： trust of third party assessment on social stability risks of important events, and offer reference for enhancing social stability risk assessment mechanism.
