摘　　要：外资研发中心凭借强大的研发投入和先进的技术优势,在上海的全球科创中心建设中的地位不可小觑。但是,外资研发中心对上海科创中心建设的积极影响并没有得到充分发挥。本文首先从理论上梳理了外资研发中心对上海科技创新的影响机理,然后结合上海的实际情况剖析了抑制外资研发中心作用的因素,最终提出优化外资研发中心在上海全球科创中心建设中作用的政策建议。With strong R ＆ D investment and the absolute advantage of advanced technology, Foreign-funded R ＆ D center plays an important role in Shanghai＇s construction of global science and technology Innovation center. However, foreign-funded R ＆ D center has positive and negative effect on Shanghai＇s construction of global science and technology Innovation center simultaneously. This paper reviews the relevant research and sums up the mechanism of foreign-funded R ＆ D center＇s impact on Shanghai＇s science and technology innovation, and then combined with the actual situation in Shanghai, further analyzes the factors which inhibits the positive role of foreign-funded R ＆ D center. Finally, this paper puts forward the policies which aim to optimize the role of foreign- funded R ＆ D center in Shanghai＇s construction of global science and technology Innovation center.
