学透精神 筑牢基础 做好学会党建工作  

The Deficit of Social Organizations＇ Ability and its Solution from the Perspective of Modernization of National Governance Capacity ——Based on the Investigation of 174 Social Organizations

摘　　要：党的十八大以来,以习近平同志为核心的党中央在加强和改进党的群团工作、改革社会组织管理等重大部署中对加强社会组织党建工作提出了明确要求,中国科协也陆续出台了一系列制度和办法规范学会党建工作,可以说党中央对学会党建工作的重视程度之高、要求之严是前所未有的。本文分别阐述学会开展党建工作良好的政治基础、组织基础和群众基础。The Third Plenary Session of the 18th Central Committee of the Communist Party of China puts forward ＂promote the modernization of national governance system and governance capability＂. The realization of the modernization of national management system and management ability not only requires the improvement of government＇s governance ability, also need to give full play to social organizations＇ ability effectively at the same time. This puts forward new requirements for the construction of social organizations＇ ability. What is the current situa- tion of social organizations＇ ability in China？ In this paper, the current situation of social organizations＇ ability was investigated by questionnaire, 302 social organizations were investigated, and the valid questionnaires were recovered by 174. The survey found that the ability of social organization showed a deficit situation, the main performance including the internal governance dilemma, lack of funding capacity, the credibility of social organizations is not high. The formation of social organization ability deficit is due to the self construction of social organizations, and the government is also responsible for the management of social organizations. This paper puts forward some countermeasures to solve the deficit of social organization ability from the social organizations and the government, so as to improve the ability of social organizations and stimulate their vitality to serve the society better.
