摘　　要：针对清洁发展机制(CDM)与国内自愿减排(CCER)项目发展的客观趋势,从石油石化企业开展减排项目的实际出发,结合大庆油田CDM项目和CCER项目的探索实践,论述了石油石化行业进行实施CDM和CCER项目的工作内容开发程序,分析并探讨了石油石化企业向低碳转变面临的主要问题与解决方法,并对企业开展减排项目开发提出了针对性的建议。In view of the objective development tendency of the clean development mechanism(CDM) and domestic voluntary emission reduction project CCER, starting from the reality of conducting emission reduction projects of petroleum and petrochemical enterprises, and integrated with the explored practice of CDM and CCER projects in Daqing Oilfield, the work contents and developed programs to implement these projects are discussed for the enterprises. Furthermore, the main problems and solution methods for the enterprises in face of the transformation to the lower carbon are analyzed and explored. In the end, the advice against the development of the emission reducing projects is provided for the enterprises.
