摘 要:中国和印度在历史发展、经济状况、治理方式、文化状态、人口结构、教育形式等方面都具有一定程度的相似之处,又都是世界上人口最多和减贫压力最大的发展中国家。长期以来,消除经济社会发展过程中的贫困,一直是中印两国在发展上面临的重大问题。近些年来,中印两国在解决人口贫困、积极开展扶贫工作方面都有许多深刻的认识,都制定了许多政策,采取了众多措施。但是,由于两国在认识程度、目标确定、战略选择、治理方式、方法运用、策略制定以及组织利用民间社会力量参与扶贫等方面存在一定的差异,因此其各自的扶贫效果自然有所不同。其中,中国所开展的扶贫工作反映出了十分明显的特色和优势。当然,两国的扶贫工作也有可以相互学习和借鉴的地方,这样才会不断促进各自国家扶贫实践的发展,促进人类社会的共同进步。China and India have a certain degree of similarity in historical development, economic situation, governance style, cuhural status, population structure, educational form, and so on. Both of them are developing countries with the largest and the most impoverished population in the world. For a long time, how to promote social progress and solve.poverty problems in the process of the economic and social development have been the major problems that the two countries are faced with in regard to development. In recent years, the two countries have had a lot of deep understanding of poverty alleviation, and many policies have been put in place and many measures have been taken. However, due to the differences between the two countries in terms of awareness, goal determination, strategic choice, governance, method application, strategy formulation and the use of civil organization in poverty alleviation, the effect of poverty alleviation naturally varies. In this case, the poverty alleviation work carried out in China reflects very obvious characteristics and advantages. Of course, the two countries can learn from each other. Only in this way can we continue to promote their own poverty alleviation practices, which leads to the common progress of human society.
