河北省沿海港产城协调发展的问题与对策研究

摘　　要：近年来河北省一直致力于发展开放型经济,打造沿海经济增长极,港口群的货物吞吐量增长迅速,临港产业加速聚集,港城功能正在不断完善。但同时,河北省港产城联动发展中也存在三市港口、产业和新城的发展不协调且互动性不足,港口体制落后、战略定位不清晰,临港产业链短、产业结构不合理,港城现代化建设缓慢等问题。应当结合河北省沿海地区发展现状和优势,对港产城进行科学规划,借鉴国外先进市场错位分工合作竞争机制,塑造新型临港产业体系,加快沿海城镇化发展建设以推动沿海经济建设和港产城的协调发展。In recent years , aiming to achieve coastal economy growth pole , Hebei province has made great gratifying achievements in the new port district. However , some noticeable problems must be tackled in the port- industry-city integration development, which include the lack of coordination and interaction among the three cities of Hebei province , the system backwardness, the vague strategic positioning, the short port indus-try chain , the improper industrial structure and the slow modernization. Consequently, it is necessary to im-plement some countermeasures which include scientific planning for the port- industry-city development by combining the current situation and advantages of the coastal areas taking reference of competition mechanism of labor division and cooperation in advanced foreign market dislocation creating a new port- cen-tered industrial system and accelerating the construction of coastal cities and towns to promote the coastal e-conomy and the collaborative port- industry-city development.
