关于完善中央与地方金融监管职责与风险处置体系的思考

摘　　要：完善中央与地方金融监管职责与风险处置体系,需要立足于金融的本质和功能,深入分析当前地方金融工作中存在的"泛金融化"、创新过度、非法集资案件频发等问题和成因,综合运用战略思维、法治思维、底线思维和创新思维,把握突出的薄弱环节作为工作着力点,加强地方金融监管立法,严格限制放权范围,禁止地方政府"泛金融化"行为,并建立对地方党政负责人的金融监管与风险处置问责机制。To enhance the division of responsibilities on financial supervision and risk disposal at central and local levels, the following priority areas need to be enforced： based on the fundamental purposes of finance, perform in-depth issues and root causes analysis on the current local finance conducts, such as ＂pan finance＂, over-innovation, frequent cases of illegal fund-raising; systematically leverage the strategic thinking, rule of laws thinking, bottom lines thinking and innovative thinking, to identify the weak links as the focal points; strengthen the local financial supervision legislation, with strictly limited scope of decentralization and forbidden ＂pan finance＂ conducts by the local governments; establish accountability mechanisms for financial supervision and risk disposal on the leaders of local party and local government.
