摘　　要："互联网+"带来的技术创新和产业升级发展,正在深刻影响着我们的社会生活,网约车、共享自行车等新业态接踵而来。交通运输行业正在发生行业的重大变革,在大客车、货运物流、小客车、停车等诸多领域涌现了新的服务方式和通过资源数据整合而产生的新经营业态。而监管部门必须及时转变监管思路,通过适应技术创新提升治理能力,借助产业升级减轻城市交通的问题,改革传统的管理服务方式,完善法治化的行业治理规范,更好地发挥市场在资源配置中的作用。With technological innovation and industrial upgrading, ＂Internet Plus＂ is a profound impact on our social life, the Internet booking taxi service, shared bicycles and other new formats have emerged. Sub-sectors of the transport industry, such as bus, freight logistics, ear and parking, have emerged. Regulators must promptly improve the regulatory thinking, including adaptation to technological innovation to enhance governance capacity, promote industrial upgrading to reduce the problem of urban transport, change the traditional management, reform and improve the rule of law and industry regulation, and let the market play a decisive role in the allocation of resources.
