京津冀协同发展视角下河北产业结构转型升级路径研究

摘　　要：《京津冀协同发展规划纲要》明确了京、津、冀各自的功能定位和战略要求,三省市打破行政区划以地区形式共同发展变得有据可依。作为承接北京疏解非首都功能的河北省,由于重工业长期作为地区经济的支柱产业,造成了产业结构偏重、产能过剩、环境恶化等一系列问题。随着京津冀协同发展的不断推进,河北在服务京津的同时也应抓住机会,改变现在粗放的发展方式。通过研究河北面临的机遇与挑战,分析河北产业结构存在的问题,剖析河北11个地级市的比较优势,将河北划分成重工业产业转型区、产业转移承接区、三产优先发展区、"1+3产"综合试验区,并分别提出发展策略,探索一条适合河北省情的产业结构转型升级路径。The Coordinated Development Plan of Beijing, Tianjin and Hebei clearly defines the functions and strategic requirements of Beijing, Tianjin and Hebei, and it is necessary for the three provinces to break the administrative divisions to form a common development in the form of the region. Beijing as a non capital function to ease the Hebei Province, as long as the heavy industry as a pillar industry in the regional economy, resulting in a particular emphasis on industrial structure, overcapacity, environmental degradation and a series of problems. With the continuous advance of the coordinated development of Beijing Tianjin Hebei, Hebei in the service of Beijing and Tianjin should also seize the opportunity to change the extensive mode of development now, the opportunities and challenges faced by Hebei research, analysis of the question of Hebei industrial structure, analyzes the comparative advantage of 11 cities of Hebei, Hebei will be divided into heavy industrial zone, industrial transformation industrial transfer zone, three priority development zone, ＂1＋3＂ Comprehensive Experimental Zone, and put forward the development strategy, explore a path of transformation and upgrading of industrial structure for Hebei province.
