省级政府战略管理能力评价及影响因素研究——基于DEA-Tobit两步法的分析

摘　　要：运用DEA-Tobit两步法对中国31个省级政府战略管理能力及其影响因素的实证分析表明,在现有的技术水平下,省级政府战略管理能力普遍偏低,在尚未实现投入产出最优配置的同时,政府间战略管理能力差异显著,但东部地区明显优于中西部地区。在影响省级政府战略管理能力的诸多因素中,重要领导的落马人数、R&D人员工资水平与省级政府战略管理能力呈显著的负相关关系,互联网普及率、政府透明指数与省级政府战略管理能力呈显著正相关关系,政府管理者素质与省级政府战略管理能力呈不显著的正相关关系。因此,提升省级政府战略管理能力,必须推进反腐倡廉建设,强化网络基础设施均等化建设,增进政府透明度,重视R&D人才培养。Using DEA - Tobit two step method, this paper analyzes the strategic management ability of 31 provincial governments and its＇influencing factors in China. The results of the empirical analysis show that the strategic management capacity of provincial government is relatively poor under the condition of the existing technical level, the strategic management has not achieved the optimal allocation of input and output, at the same time, there is a significant difference on strategic management capacity among the provincial governments, the eastern region is superior to the Midwest. Among the factors influencing the strategic management capacity, the number of the corrupt officials and R＆D personnel salary level have significant negative effects on the strategic management capacity of provincial government, the /nternet penetration rate and the index of transparent government have significant positive effects on the strategic management capacity of provincial government, and the quality of government officials＇ effects on the strategic management capacity of provincial government is not significant. Thus, to promote the strategic management capacity of provincial government, the government needs to promote the anti-corruption construction, strengthen the construction of the equalization of network infrastructure, improve the level of government transparency, and pay attention to the training of R＆D talent, etc.
