摘　　要：建立适应新的军队领导指挥体制的国防科技成果转化体系,是推动国防科技成果转化工作顺畅发展的前提和基础。阐述了新形势下国防科技成果转化的基本内涵与总体思路,构建了由组织管理、政策法规、服务保障和工作运行"三静一动"体系组成的国防科技成果转化体系。In order to push the development on transformation of defense scientific and technological achievements smoothly,the basic way is to build its system to fit in with the reformation of military organizational leadership system.The article interprets the meaning and the thinking of transformation of defense scientific and technological achievements,and constructs three static and one dynamic system which is included by the organizing management system,policy and law system,service guarantee system and operating system.
