摘　　要：采用层次分析法,从科技基础实力、科技创新能力、科技转化效率3个维度构建省属公益类科研院所科技生产力评估指标体系,并对"十二五"期间38家福建省属公益类科研院所进行评估和分析,根据评估结果将科研院所划分为不同类型,最后针对每种发展类型提出相应的管理措施和对策建议,以期为相关管理部门进行科研院所分类管理和体制机制创新提供政策依据。This article uses AHP,construct the Provincial Public Research Institute of science and technology productivity evaluation index system from three dimensions of basic science and technology strength,the ability of technological innovation,technological transformation efficiency,And the＂12th Five-Year＂during the 38 Fujian Provincial Public Research Institute evaluation and analysis,According to the evaluation results will be divided into different types of scientific research institutes,Finally,put forward the corresponding management measures and Countermeasures for each type of development,in order to provide policy basis for the relevant management departments to carry out scientific research institutes classified management and institutional mechanisms innovation.
