呈转性意见的行文方向及一种特殊意见的行文方式

摘　　要：行文方向的确定依据主要是机关之间的工作关系;呈转性意见的行文方向并非下行,而为上行。并非所有以通知印发意见的方式皆属不当;作为法定公文的意见,当直接行文,但有一种特殊的意见,应采取"搭车"的方式,通过载体印发。Affiliations of office is the gist to decide the transmit direction;The transmit direction of the Opinion of report and forwarded is upward. Not all methods by a Notice print and distribute a Opinion are-wrong; If a Opinion is legal official document,it should be direct sended,if a Opinion is a special official document,it should be sended by others official document.
