北京核心功能内涵、本质及其疏解可行性分析

摘　　要：《京津冀协同发展规划纲要》指出,北京聚集了过多的非首都功能,这是造成"大城市病"的深层次原因。因此,疏解非首都功能被视为解决北京大城市病,优化生产力空间布局,实现京津冀地区一体化发展的重要举措。本文明确区分了首都功能和北京核心功能,认为政治中心、国际交往中心属于首都功能,而文化中心、科技创新中心属于北京核心功能。利用相关数据对京津冀地区的功能集聚程度进行对比可以发现,北京面临的主要问题是核心功能优势不突出,非核心功能聚集程度过高。针对这一问题综合分析疏解非核心功能的优势与不足、核心功能的本质与疏解可行性,提出"精准定位、多管齐下、协同疏解"等疏解原则。According to the ＂Planning Outline of Collaborative Development Among Beijing, Tianjin and Hebei,＂ the most fundamental reason leading to ＂big city diseases＂ is that too many non-capital functions have been concentrated in Beijing. Therefore, transferring non-capital functions is now taken as an important strategy to deal with big city diseases, to promote the spatial distribution of productivity, and to achieve the integrated development of Beijing-Tianjin-Hebei region. This paper explicitly distinguishes the differences between capital functions and Beijing core functions, and argues that functions concerning political center and international connection center belong to capital functions, while functions concerning culture center as well as scientific and technical innovation center belong to Beijing core functions. Comparing the agglomeration degree of functions in Beijing-Tianjin-Hebei region by making use of related data, it can be found that the primaryproblem of Beijing is the absence of prominent core functions and the over agglomeration of non- central functions. In response to the issue, the paper synthetically analyzes the advantages and defects of transferring non-core functions, the connotation of core functions, as well as the possibility to transfer them, and puts forward the principle of ＂accurate orientation, multi-pronged implementation, and cooperative decentralization.＂
