摘 要:针对当前武器装备体系贡献率在概念内涵、评估指标与评估方法方面存在的不一致问题,从体系贡献率的概念内涵入手,阐述了对体系贡献率评估的理解,提出了基于全面性、客观性与可行性、灵敏性、独立性、定量优先和简明化的武器装备体系贡献率评估指标体系构建原则;依据这些原则从体系功能适应性、体系结构优化、作战能力提升、体系技术进步4个视角构建了多层次的评估指标体系,并围绕评估指标构建、评估方法运用、评估指标选取和评估指标计算等方面,提出了针对性的建议。There exists an inconsistency in the concept, assessment indexes and assessment methods of the current weaponry system contribute rate.Against this, starting with the concept of system contribute rate, the paper illustrates the understanding of the system contribution rate assessment, and puts forward the establishment principles of the assessment index system of weaponry contribution rate, including comprehensiveness, objectivity and feasibility, sensitivity, independence, quantitative priority and simplicity.According to these principles, a multi-level assessment index system is established from the four perspectives of the functional adaptability, the structural optimization, the combat capacity promotion, and technical progress.Finally, effective suggestions are made from the aspects like assessment index establishment, assessment method application, assessment index selection and assessment index calculation.
