摘 要:辽宁省是一个水旱灾害频发的省份。2014年,我省降水量严重不足,出现了阶段性春旱和严重夏伏旱。7月1日-9月1日,全省平均降雨量为138.7mm,较常年同期偏少6成,为1951年有完整气象记录以来同期最少值。全省农作物受旱面积一度达到195.1万hm^2。辽西和辽南的重旱区农作物枯黄成片,群众的生产、生活受到很大影响。本文通过对各行业的损失计算,得出正确的评估,并对2014年发生的特大干旱事件,计算出总体减灾效益。Liaoning Province is a province with frequent floods and droughts.In 2014,precipitation in Liaoning Province is seriously insufficient,the spring drought in stages and severe summer drought broke.The average rainfall of the whole province is 138.7mm from July 1 to September 1 in that year,less 60% than the same time in former years,being the minimum value for the same time since the complete meteorological records appeared in 1951.The drought area of crops once reached 1.951million hm2 in the whole province.Production and live of the people were affected seriously in western and southern Liaoning.The paper got the correct estimation by calculating the losses of each sector and got the total benefits of disaster relief for severe drought event in 2014.
