水利水电工程设计分包管理中存在的问题和对策

摘　　要：水利水电工程中标后分包现象普遍存在,中国对水利水电工程分包以法律形式作出了相应规定,在合法的情况下进行工程分包要注重分包工程的管理,好的分包管理政策在一定程度上提升企业的企业形象和经济利益。文章从水利水电分包管理的基本原则出发,分析了水利水电工程设计分包产生的原因和其主要的影响因素,指出了目前水利水电工程设计分包管理中存在的问题,并针对问题提出相应的对策。Subcontracting is a general phenomena existing after a water conservancy and hydropower project bid is won, corresponding regulations have been carried out for water conservancy and hydropower project subcontract in legal form in China, management for subcontract project should be paid attention on project subcontracts under legal cases, and good subcontract management policies will increase the corporate image and economic benefits in a certain degree. Based on the basic principle of water conservancy and hydropower subcontract management,this paper analyzed the main case of water conservancy and hydropower project design subcontract and its major impact factors, pointing out the problems existing in current subcontract management of water conservancy and hydropower project design, and put forward corresponding countermeasures for these problems.
