摘　　要：英美国家科学基金在动物伦理制度建设上有着较为成熟的经验,其核心问题在于保障动物的福利,其规制的范围以实验动物为重心,兼及农场动物及野生动物。其对于健全我国科学基金动物伦理制度,提供了积极经验。Anglo-american countries have mature experiences in animal ethics policy and legal system, and the core problem of this system is protecting the animals＇ welfare. And the system looks to protect not only the laboratory animals＇ welfare, but also the farm animals and wild animals＇ welfare. And their experiences could help to improve our corresponding system.
