摘　　要：基于知识产权分析评议功能特点并与科技计划项目立项评审进行比较分析,研究认为应将知识产权分析评议作为一项嵌入式的支撑性工作纳入科技计划项目立项评审过程,并建议从设置相对独立的知识产权评审模块、起评标准应具备条件以及有针对性的评审侧重点等3个方面建立科技计划项目评审的知识产权分析评议机制。Based on the analysis of the function of intellectual property appraisal and the comparison with the scientific and technological project appraisal, this paper suggests that the analysis of intellectual property appraisal should be incorporated into the support of scientific and technological project appraisal.As a result, the intellectual property appraisal mechanism should consist of relatively independent intellectual property appraisal module, conditions for the evaluation criteria and targeted review emphases.
