摘　　要：针对当前我国医疗服务提供领域存在的突出问题,结合公立医院改革实际,借鉴疾病诊断相关分组的付费理念和国际通行的战略性购买方式,从宏观层面、中观层面和微观层面设计了以职责关系、支付机制和考核评价机制为核心的支付制度改革的理论模型和运行机制,为加快推进我国公立医院改革提供理论支持和借鉴。In view of the current prominent problems in the field of medical service provision in China, according to the reality of the reform of public hospitals, drawing on the concept Of payment related to disease diagnosis and the international ＂strategic purchase＂ mode, we designed the theoretical model and operation mechanism of the payment system reform with the responsibility system, the purchase mechanism and the evaluation mechanism as the core from the macro level, the meso level and the micro level. The purpose is to provide theoretical support and reference for accelerating the reform of public hospitals in China.
