摘 要:目的综合性医教部管理模式在县级医院医疗质量与安全管理中的作用。方法自2012年起该院通过设立大综合的医教部,统一管理协调全院医疗安全管理工作。医教部直接归属于医院质量与安全管理委员会。下设五个二级办公室,分别为:医疗质量控制办公室(质控办)、医患沟通办公室(沟通办)、科教管理办公室(科教办)、医疗信息统计办公室(统计办)、医务综合办公室(综合办)。对各二级办公室分别定位,确定职能,以及在医疗安全管理中的作用进行细化分工,同时密切协作。结果综合部制管理模式流程设计更为便捷,依从性强,在医疗纠纷应对处理中反应更为快捷,能够根据事件发生的具体情况作出灵活机动的对应方案,使医疗纠纷的解决富有个性化,能够最大程度维护医患双方的合法利益;在后期持续改进中,能够及时制定调整相关制度流程,确保不得出现类似不良事件;并即刻开展案例分析讨论和制定有针对性的继续教育培训计划,进行全员培训,提升全院质量与技术水平;综合性医教部与科室分设相比较能够节约人力资源成本约20%~30%,应急能力及综合工作效率得到提升。结论综合性医教部管理模式能够在县级医院医疗安全体系构建中发挥主导性作用。Objective To explore the role of comprehensive medical education department in the management of medical quality and safety in County hospitals. Methods Since 2012, the medical education department is responsible for the medical safety management of hospital through the establishment of a comprehensive department, and it is affiliated to the quality and safety management committee of the hospital. The medicaleducation department set up five offices: Medical Quality Control Office,Communication Office, Science and Education Office, Medical Information statistics Office, General Office. Each office identifies functions and division of labor, and works closely together. Results Department of comprehensive management mode of the system design process is more convenient, good compliance, in dealing with medical disputes more quickly, to make corresponding flexible schemes according to the specific circumstances of the incident, the medical disputes are legitimate, to maximize the maintenance of the legitimate interests of both doctors and patients. In the late stage of continuous improvement, the hospital can timely adjust relevant systems development process, ensure that no similar adverse events; analysis and discuss case, carry out targeted continuing education training plan immediately, train all of staffs, improve the quality and technical level. Compared with the Department respectively,comprehensive medical education department can reduce the cost of human resources about 20% ~ 30%, emergency ability and comprehensive work efficiency has been improved. Conclusion The comprehensive medical department management mode can play a leading role in the construction of medical security system in County hospitals.
