摘　　要：目的了解我国远程医疗规范与制度发展的障碍与难题并提出相适应的建议。方法在文献研究的基础上运用主要知情者半结构式访谈法,获取主要知情者对远程医疗制度发展的看法及建议。结果尽管现阶段我国远程医疗发展迅速,但其制度的发展在政策、法律、管理、医保等方面与国外还有着相当大的差距。结论完善远程医疗规范与制度体系,使之在促进我国深化医改,优化医疗资源配置上发挥出强大动力。Objective： To understand the obstacles and problems of the development of telemedicine standards and systems in our country and put forward some corresponding suggestions. Methods： On the basis of literature research, the main insiders’ semi -structured interview method was used to obtain the views and suggestions of the development of telemedicine standards and systems. Results： Despite the rapid development of telemedicine at this stage, there is a considerable gap between our country and foreign countries on policies, regulations, management systems, health care systems and so on. Conclusion： It is of importance to improve the standardization and system of telemedicine, so that in promoting the deepening of China’ s health care reform and optimizing the allocation of medical resources.
