网络化治理在中国的行政生态环境缺陷与改善途径

摘　　要：网络化治理是继新公共管理、新公共服务和治理理论之后兴起的一种新型公共治理理论与模式,但在引入中国治理实践中却面临"利器还是钝器"之争。原因主要在于理论界对网络化治理的行政生态环境要件与支撑体系缺乏清晰的认知;实践中存在着包括多元合作体系结构性和功能性缺陷、社会信用体系不健全造就的大量社会成本、社会互动体系不畅造成的社会协同困境、利益分散化导致的治理持续性不够等诸多理论移植中产生的"排异"现象。通过强化社会资本,建立网络化治理的基石;完善参与体系,提升网络化治理能力;构建合作体系,优化网络化治理机制;建立评估机制,保障网络化治理效益等努力,可优化网络化治理在中国实践的行政生态环境,变钝器为利器。Following new public administration,new public service and governance theory,network governance is another new theory and pattern of public governance.However,right after its introduction into current China,network governance is faced with controversies over its validity in practice.In this case,we need to investigate deep-seated cause of such concern.The major cause lies in the fact that the theoretic circle does not understand the administrative ecology of network governance and its support system.In reality,there are some＂rejection＂phenomena produced by theoretical transplantation,including structural and functional defects in diverse cooperation systems,massive social cost resulting from unsound social credit system,awkward social collaboration owing to the poor system of social interaction,and unstable governance sustainability caused by decentralized interest.In this regard,we must make full use of the social capital to secure the cornerstone of network governance,improve the participation system to enhance network management ability,build the cooperation system to optimize the network governance mechanism,and establish an evaluation mechanism to ensure the effectiveness of network governance.By taking these measures,we can optimize the administrative ecological environment to develop network governance in China,turning the＂blunt instrument＂into a＂sharp weapon＂.
