摘 要:从生态安全角度,创新性地建立包含生态环境、景观格局、社会环境、经济环境四大因素的土地整治规划环境影响评价指标体系,使环境影响评价体系更加全面。采用层次分析法和熵值法相结合的综合确权法对指标赋权,运用改进的综合指数评价模型计算规划前后的安全分值,定量探讨土地整治规划对生态环境的具体影响。以湖南省平江县为例进行实证分析,计算出全县2020年相对2010年的生态安全综合指数为1.1204,土地整治规划对环境的整体影响是正面的,在生态安全方面是切实可行的。To make a more comprehensive environmental impact assessment system,index system of land reclamation planning environmental impact assessment were established creatively from the perspective of ecological security, including the four factors of ecological environment, landscape pattern, social environment, economic environment.Using analytic hierarchy process (AHP) and entropy value method of comprehensive right verification method for weighting, improved comprehensive index evaluation model was applied to estimate safety score before and after the planning, the specific influence of land renovation plan on the ecological environment was studied quantitatively.Based on an empirical analysis of Pingjiang County in Hunan Province, the calculated result showed that ecological security composite index of the county in 2020 comparing 2010 was 1.120 4, land reclamation planning overall impact to the environment was positive, it was feasible from the aspects of ecological security.
