摘　　要：[目的/意义]以国家自然科学基金基础知识库建设为例,为国内资助与研究机构建设开放获取知识库提供参考经验。[方法/过程]全面调研国内外开放获取知识库平台技术、功能、服务与发展,详细介绍项目建设平台选型、架构设计、关键技术实现、界面设计、元数据标准、数据清洗、运行情况等研究成果与实践经验。[结果/结论]总结项目建设经验,为资助与研究机构建设开放获取知识库提供有价值的研究与建设参考经验,推动公共资助机构投资所产生的知识普惠社会,促进社会创新发展。[Purpose/significance] Based on comprehensive investigation and study, this article provides an open access repository framework and advice to public funders and research institutions. [Method/process] As a case study, by utilizing data from research projects funded by the National Natural Science Foundation of China, and using the open source software DSpace as its platform base, this article summarized the project achievements, including the framework, key technologies, interface design, data standard, data normalization, online statistics and the future development.[Re- suit/conclusion] This project would promote the development of open access in China, accelerate the transformation of knowledge produced by public investment to society-wide innovation capacity, and help knowledge-driven social develop- ment.
