摘 要:环境保护"三同时"制度是环境保护八项基本制度之一。通过分析介绍输变电工程环境保护验收现状,介绍了验收调查的主要技术要点,包括工程内容及变更、环境污染因子调查、生态环境调查及社会环境调查与公众参与调查、环境风险与环境管理情况调查。在简政放权的背景下,提出了新形势下在竣工环保验收调查工作中采用GIS等先进技术、开展电磁环境在线监测或环境监理、环境影响后评价等建议,以期完善输变电工程全过程的环境管理。The "Three Simultaneous" system is one of the eight basic systems of environmental protection. This paper not only pointed out the present situation of environmental protection acce-ptance of power transmission and transformation project, but also introduced the main technical essentials of acceptance investigation, including project variation, investigation of environmental pollution factors, investigation of ecological and social environment, public participation survey, investigation of environmental risk and management. In the context of decentralization, recommen-dations of environmental acceptance investigation work are put forward under the new situation, such as GIS advanced technique, online monitoring, environmental supervision, environmental im-pact post assessment, in order to improve the environmental management through the whole process of power transmission project.
