摘 要:在我国推进体育管理体制改革的进程中,单项运动协会改革一直是热点问题。基于历史制度主义视角,分析了我国单项运动协会制度变迁的历史脉络,探讨了这一进程中存在的锁定效应及其根源。认为我国单项运动协会制度变迁经历了制度初创、制度变革、改革停滞和艰难突破四个阶段,在变迁过程中出现了明显的"锁定效应",其根源在于全能政府的认知观念、与项目管理中心同构的利益关系及金牌导向下的制度安排。有针对性地提出以国家治理现代化为引领突破锁定效应的路径。In the process of promoting the reform of sports management system in China, the reform of the single event sports associations has been a hot issue. The study uses the perspective of historical institutionalism and analyzes the histor- ical context of the institutional change of Chinese single sport event associations and the lock-in effect of the institutional change. The results show that the change course of the single event sports associations in China is divided into four peri- ods:institutional innovation, institutional change, reform stagnation and difficult breakthrough. In the process of changes lock-in effect appears clearly and its root lies in cognitive concept of all powerful govemment, isomorphic interest relation- ship with project management center and gold-medal-oriented institutional arrangement. Lock-in effect paths guided by the modernization of national govemance are put forward.
