城市公共运动休闲空间布局供给侧改革路径研究

摘　　要：采用文献资料法、问卷调查法和逻辑分析法,从供给侧改革的视角出发,探究城市"日常体育生活圈"内公共运动休闲空间布局供给侧改革的基本思路及实施路径。研究认为:1)改革应以契合广大市民的运动休闲行为意愿为基本目标,以构建质量与效率兼具的空间层级体系为抓手;2)改革应遵循的基本思路:依据市民运动休闲行为意愿和城市空间结构特点构建"应然"模式,循迹摸清现实布局中的"实然"状态,对比找出"应然"模式和"实然"状态之间的差距,确定改革措施;3)改革应采取的实施路径:形成主副城区不同层级体育生活圈层职能互补的格局,维护和升级基本体育生活圈内的公共运动休闲空间,加强基础体育生活圈内的公共运动休闲空间,完善机会体育生活圈内的运动休闲空间。The study, by means of literature review, questionnaires and logical analysis, explores the basic ideas and imple- mentation paths of the city public sports leisure space layout based on daily sports life circles from the perspective of sup- ply-side reforms. The results show that： 1 ） reform should be based on citizens＇ willingness of sports and leisure behavior building the space hierarchy system with both quality and efficiency ;2） the reform should follow the basic ideas：building the ＂ought＂ mode on the basis of citizens＇ leisure sports behavior intentions and city spatial structure characteristics, find- ing out the real tracking layout in the ＂real＂ state, finding out the gap between the ＂ought＂ mode and the ＂real＂ state and determining the reform measures ;3 ） the reform should take the implementation paths：forming the patterns of different lev- els of sports life circle in the main city and the sub city with complementary functions, maintaining and upgrading the pub- lic sports leisure space in the basic sports circle, strengthening the public sports leisure space in the basic sports life circle, and improving the sports leisure space in the sports life circle.
