摘  要:基于供给侧改革视角,对职工安置的原因及安置逻辑,影响职工安置的因素和安置过程中潜在的风险及其防范进行分析,结果表明:职工安置过程不是单纯的安置职工过程,而是人力资源结构重新调整、技术结构升级的过程。因此,应基于供给侧结构性改革的顶层设计,结合煤炭行业特征和现状统筹推进职工安置工作,做到引进开发个别,培养带动一批,再就业培训部分,剩余托底保障。Based on a view of the supply side reform, the paper had an analysis on the cause of the staff resettlement and the settlement logic, the factors affected to the staff resettlement, potential risk in the resettlement process and the risk prevention. The results showed that the staff resettlement process would be a simple staff resettlement process, would be a read- justment of the human resource structure and would be an upgrading process of the technical structure. Therefore a top level design based on the structure reform of the supply side in combined with the features and status of the coal industry would promote the staff resettlement work with a plan as a whole and would have a introduction and development individually, a training with a lot, re-employment training with a part and a minimum guarantee of the rest.
