群团组织参与政府购买公共服务创新实践——以重庆市为例

摘　　要：群团组织参与政府购买公共服务是群团组织参与社会治理的重要手段,也是进一步引导带动社会组织发展的重要途径。总结提炼了群团组织参与政府购买公共服务的创新案例,对于推广群团改革经验具有重要意义。以重庆市群团改革试点为案例观察对象,在描述群团组织参与政府购买公共服务的参与结构、参与方式及参与资源的创新实践基础上,针对购买方式不够完善、购买内容不够丰富、资源支持来源单一等问题,提出了依法引导、建立健全购买清单、增加购买资源支持、搭建群团公益平台等政策建议。Group organization participation in government procurement of public services is not only an important means to be actively involved in social governance, but also an important driving force for the development of social organizations. The paper summarizes the innovation cases of group participation in government,s purchase of public service, which is of great significance for the promotion of mass reform experience. Taking the group reform of Chongqing Municipality as the object of the case study, the paper describes the participatory structure, participation mode and practical innovation of the group participation in the government purchase of public service. To solve the problems of imperfect purchase method, scarce purchase content, single source of support resource, the paper puts forward some suggestions like guiding in accordance with the law, establishing more comprehensive purchase list, in-creasing the support of purchase resources, and creating public service platform.
