摘 要:为有效把控海外铁路项目投资规模,避免铁路工程项目建设过程中设施、设备过早或过晚投资,保障合理的经济和社会效益,通过总结以往各版本《铁路线路设计规范》设计年度划分演变过程,发现造成设计年度定义反复的主要原因,列举出运量调查高低、设计年度划分对工程建设规模及建设投资的影响,探讨铁路建设工程分期投资的范围和现实意义。以新建肯尼亚蒙巴萨至内罗毕铁路项目(以下简称:蒙内铁路)为例,介绍车站分布初期、近期、远期开关站与分期投资的关系,绘制设计年度与分期投资的关系图,详细列举不同设计年度分期投资的主要内容,有效地防止建设期过早投资造成工程闲置,过晚投资造成前期工程废弃的发生,提出以工程建设项目全生命周期投资为出发点,合理分配建设期及运营期投资计划,加强分期投资控制,提高投资效益,为海外铁路建设工程项目的顺利实施和高效开展提供一定参考。In order to effectively control overseas railway project investment scale,avoid investing on facilities and equipment either too early or too late during railway engineering construction and ensure reasonable economic and social benefits,this paper summarizes each version of railway line design standards,discovers the main reason for repeated change of definition in the design year and enumerates the impact of transport volume and design year division on construction scale and investment,and discusses the main contents of railway construction engineering investment. Taking the newly-built of Kenya Mombasa to Nairobi SGR project( MN Railway) as an example,this paper introduces and draws a diagram to exhibit the relationship between station distribution and investment in terms of opening or shutting down station in initial stage,short term and long term. Also,this paper enumerates the content of investment of each design year to prevent idle engineering project caused by premature investment in construction period,and waste of early engineering project caused by late investment. In summary,this paper takes the whole life cycle of the investment project as the starting point,allocates reasonably investment for construction and operation,and addresses the control of stage investment and improves investment benefits. The results may provide some reference for the successful implementation of overseas railway engineering construction projects.
