三门峡水库原型试验以来防洪安全现状及对策

摘　　要：三门峡水库开展原型试验以来,非汛期水库水位降低,按不超过318 m进行控制,库区大量滩地露出,长时间低水位运行,致使两岸居民逐渐涌入滩地进行违规开发,种植养殖、修堤围湖、景区建设等,侵占库区高程不断下移,在库区322~326 m高程甚至修建别墅等永久性建筑,严重影响水库的防洪、防凌以及应急调度功能的正常运用。介绍了为维护库区水事秩序、遏制对库区的非法侵占、保障库区及黄河防洪安全,近年来采取的警示性蓄水、河道巡查、法律法规普法宣传等措施,所采取措施有效遏制了库区违规开发现象,对改善库区防洪安全管理形势作用明显。Since Sanmenxia Reservoir implemented the prototype testing,the reservoir dropped the water level to 318 m in non-flood seasons.Owing to the lower water level operation for a long time,a lot of floodplains are exposed and developed illegally by the residents living on the both banks gradually,such as planting,breeding,embankment and scenic spot building.The occupied elevation of the reservoir area is moved downward gradually.In area of 322 m to 326 m elevation,people even have built villas and other permanent buildings,these structures and behaviors seriously affect the normal operation of flood control,ice-jam prevention and emergency dispatch function of the reservoir.In order to maintain the order of the reservoir,contain illegal occupation of the reservoir area and flood control security of the Yellow River,many measures had been taken such as warning water storage,river banks patrol and legal regulations dissemination in recent years,these measures had effectively contained the illegal development of the reservoir area and obviously improved the situation of flood control security in the reservoir area.
