摘　　要：为确保和提升高等教育学位质量,安大略省率先成立大学质量认证委员会。经过约7年的发展,其机制逐渐成熟。大学质量认证委员会的下设机构——评审委员会、审计委员会、质量保障秘书处等,在新学程批准协议、加速批准协议、周期性学程审查协议、审计过程等程序下,借助质量保障框架(QAF),学程审批和大学周期性审计等运作手段,发挥其评估安大略省高等教育学位质量的作用。这些对我国省级外部质量保障机构的建设和改革、推进我国高等教育质量保障体系"个性化"发展及强调从事高等教育质量保障的工作人员或专家的评审专业性等提供了借鉴意义。In June 2010 Ontario founded OUCQA（Ontario Universities Council on Quality Assurance）to evaluate,insure and improve higher education quality.With about 7-year development OUCQA is playing an important role in ensuring the quality of higher education program in Ontario,Canada.Depending very heavily on the judgement and recommendations of the Appraisal Committee,the Audit Committee and the Secretariat,and using the progresses of Protocol for Program Approvals,Protocol for Expedited Approvals,Protocol for Cyclical Program Reviews and Audit Process,OUCQA is responsible for assuring the quality of all programs leading to degrees and graduate diplomas,including new undergraduate and graduate programs,and for overseeing the regular audit of each university＇s quality assurance processes,which has enlightening significance on quality assurance of Chinese higher education.
