耕地占补平衡国家统筹资源补偿机制探讨

摘　　要：通过对耕地占补平衡的国家统筹思路进行研究,结合管制与发展权理论,探讨耕地占补平衡的国家统筹补偿机理。该研究认为,国家统筹耕地占补平衡实现区域公平的机理核心是土地发展权的保障和实现;公平、可持续、区域协同与利益协调、多元化价值测算是耕地占补平衡国家统筹资源补偿机制的基本原则;国家统筹耕地占补平衡各方利益是否能够充分体现,主要取决于资源状况、经济发展水平、地方政府意愿、国家统筹政策实施以及补充耕地市场化程度等几个因素。最后,该文还基于资源补偿框架,提出了一个国家统筹耕地占补平衡资源补偿的政策体系,并提供了相关的政策建议。This paper begins with a tentative analysis on national policy in the respect of the balance between arable land requisition and compensation,combined with Land Control and the theory of Land Development Rights,aiming to explore the national mechanism in land requisition and compensation balance. As is concluded in the research,the core for the mechanism is the guarantee and realization of land development rights; the basic principle is justice,sustainability,regional cooperation and profit coordination. Besides,the realization of different parties＇ profits is mainly dependent on resources,economic development level,local governments ＇ will and other related factors. Finally,based on the framework of resource compensation,this paper puts forward a policy system for the national balance of arable land resources,and provides relevant policy recommendations.
