摘　　要：工程建设监理是一项社会化、专业化的服务活动,随着社会分工日益细化,专业化程度不断提高,以及建筑市场法制规范的完善和提升,以质量监督为主要职能的工程建设监理已经不能满足建设单位的需求,监理单位在建设工程准备阶段开展相关服务工作,为建设单位提供全方位的专业技术咨询与管理服务十分必要。Construction supervision is a socialized and professional service. With the growing refined division of social labor, the increasing professional- izafion and the improving legal system of the construction market, the construction supervision centered with quality supervision cannot meet the needs of the construction unit any more, and it is quite necessary for the supervision unit to provide relative services like professional consultation and management to the construction unit.
