“一带一路”区域通关一体化建设问题研究——基于跨境电商视角的分析

摘　　要：跨境电商已经成为"一带一路"区域经济发展的加速器,而滞后的通关服务正在强力阻滞着跨境电商作用的正常发挥,通关一体化因此成为"一带一路"区域经济合作的现实诉求。在界定通关一体化的基础上,从跨境电商便捷化、跨境电商市场规模、大规模标准化产品交易、商品性价比区域差异等方面阐述了跨境电商对"一带一路"区域通关一体化的内生需求;同时,从通关标准、物流成本、运输速度、基础设施建设水平等方面阐述了面向跨境电商的通关服务供给现状。针对"一带一路"区域跨境电商通关服务显著的供求缺口,提出从顶层设计层面的互联互通、对接产品标准与管理制度、构建信息化通关平台、完善基础设施建设等四个方面弥补通关服务供求缺口,以推进制度设计、组织机构、管理模式、作业平台等子体系一体化进程,进而实现"一带一路"区域通关一体化。The cross-border E-commerce has become an accelerator in the development of regional economy under “ the Belt and Road” Initiative. However,the hysteretic customs clearance service is now preventing the function of the cross-border E- commerce. Therefore,customs clearance integration has been a realistic demand in the regional economic cooperation under “ the Belt and Road” Initiative. Based on defining the customs clearance integration,from the facilitation of cross-border E- commerce, the scale of cross-border E- commerce, large-scale deal of the standardized goods,and the regional difference of cost performance, this paper elaborates on the endogenous demand for regional customs clearance integration under “ the Belt and Road” Initiative in cross-border Ecommerce. At the same time,from customs clearance criterion,cost of logistics, transport speed, infrastructure, etc.,it also explains the present situation of customs clearance service. As to the prominent supply-demand gap, this paper puts forward the suggestion strengthen the connectivity of top-level design, unify the commodity standards and management system, construct a platform of informationalized customs clearance and improve the construction of infrastructure to cover such gap. So it can push the process of integration in the sub-system of institutional design, organizational structure, manage pattern, work plat- form, etc. and further realize the customs clearance integration in the region under “ the Belt and Road” Initiative.
