少数民族地区差别化农村法律服务及其体系构建——以云南省晋宁县夕阳彝族自治乡为例

摘　　要：在我国农村区域发展进程中,少数民族地区法律服务需求日益增加,其体系的构建和完善势在必行。该地区法律关系相对独立且复杂,存在许多急需解决的法律问题。因此,当地政府应当主导构建多元化农村法律服务体系;建立差别化纠纷解决机制以满足村民多元化的法律需求;恰当处理少数民族地区的乡规民约同国家法律法规之间的关系;提高农民法律意识,试图建立有效的少数民族地区法律制度模式。In the process of our country＇s urban and rural integration, the need of the legal service is growing in ethnic area, so to build and perfect the rural service system is extremely urgent. The legal relations are relatively independent but complicated, and there are still many urgent law problems to besolved. Therefore, the government should play the leading role of constructing the more pluralistic rural service system for public interest, establishing multiplex dispute resolution to meet their legal needs on different levels and multi-value pursuing for its members, making a balance of village rules and law in ethnic areas, improving the legal consciousness and judicial protection for farmer, and trying to buildup an effective law system pattern in minority areas.
