摘　　要：目前,随着宁夏各高校招生规模的扩大,关于贫困生认定工作的不足之处日益凸显,现行的贫困生认定体系存在着政策及相应法律法规的不完善,其科学性较低,缺乏一套较为完整的认定贫困生评定体系,认定过程中主观操作性较大。作者以宁夏高校贫困生档案建立和资格认定为研究对象,展开系统而深入的分析,探索造成高校贫困认定困境的原因,以提出完善和细化高校的贫困生认定工作及资助政策,达到构建科学性、合理性、可持续性的高校贫困生认定机制目的。At present, along with the expansion of enrollment scale in various universities in Ningxia, the problem in the identi-fication work for the poverty -stricken students are increasingly emerging. The current identification system is of incomplete policies nor corresponding laws and legislations. It lacks of scientific nature nor an integrated system to identify the impoverished students. Great subjective factors exist in the identification process. By setting the file creation and qualification identification process among the impoverished students in Ningxia as the research object, the author conducts a systematic and in-depth analysis, probes the rea-sons of the identifying dilemma, optimizes and refines the identification process and funding policies so as to establish a highly scien- tific, reasonable and sustainable system to identify the poverty-stricken students.
