摘 要:以广州市天河区"多规合一"信息平台为例,重点探讨系统的设计与实现。系统以城市规划部门及基础地理信息数据为本地数据,基于SOA技术以数据服务的方式与区内发改、国土、环保、交通、市政、水利等部门业务系统之间实现同步数据交换,并基于ArcSDE进行"多规合一"数据的集成化管理。采用WebGIS、二三维数据联动、数据挖掘等技术,提供数据交换共享、数据坐标转换、冲突智能检测、专题统计制图、台账与决策支持、三维仿真辅助规划等功能,为项目选址与落地、"多规"的编制与调整、建设项目审批等业务提供技术支撑。The multiple-plan-coordination information platform of Tianhe district in Guangzhou City is taken as an example for the research on the system design and implementation. The system takes the urban planning department and the basic geographic information data as the local data. Based on SOA the synchronous data can exchange between the business systems of development reform, land management, environmental protection, transportation, municipal, water and other departments in the form of data services. Based on ArcSDE, the multiple-plan-coordination integrated data management is done. The use of WebGIS, two-dimensional data linkage, data mining and other technologies can exert the functions of data exchange and sharing, data coordinate transformation, conflict intelligent detection, special statistical drawing, accounting and decision support, and 3D simulation assistant planning. This platform provides the technical supports for multiple-plan-coordination preparation and adjustment, the project's sitting and landing, the building project's examination and approval.
