包容性发展视角下我国残疾人福利体系的完善

摘　　要：由于传统观念偏见及认识偏差,我国残疾人福利理念落后、项目单一、服务缺失、福利水平低下。包容性发展提倡要让全体社会成员都能公平合理地共享发展的权利、机会特别是成果。以包容性发展的思路促进我国残疾人福利体系的建立与完善,应从残疾人的生存性福利及发展性福利两个层面推进,具体包括完善残疾人的生活保障、康复保障、教育保障、就业保障以及环境保障制度。As the traditional concept, the social welfare for the disabled had such problems as lagging Welfare concept, single project, narrow coverage, lack of service and low level welfare. Inclusive development refers to a development that allows all members of society to share the rights and opportunities, especially the results, in a fair and equitable manner. With the idea of inclusive development to promote the establishment and improvement of the welfare system for the disabled in China, we should promote survivability benefits and developmental benefits, which include the improvement of life security for the disabled, rehabilitation, education, employment protection and environmental protection system.
