摘 要:农村是我国食品安全监管的薄弱环节,目前农村食品安全监管存在着监管人员不足、检测能力不强、日常监管缺乏、多头监管效率不佳、监管腐败难以杜绝等问题。要破解农村食品安全监管困境,就必须选择多元治理路径,构建农村食品安全多元治理模式。农村食品安全多元治理模式的构建包括完善治理主体结构、明晰治理主体权责、建立契约治理为主的新型法律关系三个方面,而确保该多元治理模式顺利实施,还需有日常监督、利益驱动、考评奖惩、信息公开、争端解决五大机制与之配套。The rural area is the weak link of food safety supervision. There are several problems in rural food safety supervision, such as supervisor insufficient, detection capability weakness, lack of daily supervision, poor multiple supervision efficiency, hard supervision corruption eradication. To crack the plight of rural food safety supervision, we must select multiple governance path to build up a rural food safety multiple governance model. The construction of multiple governance model of rural food safety includes three aspects: perfecting the governance subject structure, clarifying the rights and responsibilities between governance subjects, establishing a new legal relationship based on contractual governance. In order to ensure the smooth implementation of the multiple governance model, five supporting mechanisms are needed including daily supervision mechanism, interest-driven mechanism, appraisal, reward and punishment mechanism, information disclosure mechanism and dispute settlement mechanism.
