内生性资源、叠加式外推与社会治理创新强度——对91个典型案例的模糊集定性比较分析

摘　　要：时间维度的持续性和空间维度的扩散性是社会治理创新动力的两个重要体现,社会治理创新动力越强则社会治理创新强度越大。社会治理创新强度主要取决于经济水平、需求表达、公众参与、上级推动、成本投入、目标性质、信息技术和平台抓手等八个核心变量。通过对91个创新社会治理典型案例的模糊集定性比较分析发现,平台抓手是增强社会治理创新不可或缺的因素。影响社会治理创新强度的条件组合有十种,这十种社会治理创新条件组合可以进一步归纳为内生性资源型、叠加式外推型和内外互动型。社会治理创新是内部因素与外部因素共同作用的结果,而非单纯的内部或外部因素作用的结果,尤其是在主导性条件变量发挥基础性作用的前提下,辅助性条件变量最容易触发和助推社会治理创新。The manifestation of the innovation driving mechanism of social governance includes the sustainability from the time dimension and the diffusibility from the spatial dimension. As the innovation driving power of social governance becomes stronger, the innovation strength of social governance increases. The innovation strength of social governance depends on eight core variables, that is, the economic level, the demand expression, public participation, the promotion of the superior department, the input costs, the target property, the information technology, and the platform with a starting point. After analysis, it is found that the platform with a starting point is an essential factor for social governance innovation. There are ten conditions that affect the innovation strength of social governance, which can be further summarized as edogenous resources, superimposed promotion, and internal and external interaction. Social governance innovation is the result of both the internal and external interaction, other than the result of purely the internal or external interaction. Especially when the dominant condition variables play a fundamental role in advance, the supporting condition variables are most likely to trigger and boost social governance innovation.
